The Waikanae Garden Precinct Protection Society Inc. (WGPPS) is dedicated to
safeguarding the essential character of the Waikanae Garden Precinct.
The Garden Precinct’s unique and special character is at risk from medium- and high-density
housing developments that do not align with its established character.
To protect and preserve the distinctive and defining attributes of the Waikanae Garden Precinct.
Restore Protections – Advocate for the Kāpiti Coast District Council to reinstate previous safeguards.
Improve Public Notification – Ensure local residents are informed about proposed
developments and have a fair opportunity to participate in the decision-making process.
Uphold Democracy & Integrity – Promote transparency and accountability in urban planning.
EXISTING CHARACTER
The Waikanae Garden Precinct’s unique character is defined by a combination of key attributes that work together to create its distinctive identity.
A comprehensive character assessment by Urban Perspectives Ltd. in collaboration with Boffa Miskell (June 2022) identified the following defining elements:
The extensive and contiguous vegetation cover,
including tall trees, creating a collective green pattern.




Low site coverage, deep setbacks, and large lot sizes
that support the precinct’s green character.




A low-rise, low-density built environment that maintains harmony with the landscape.




THE THREAT
Plan Change 2 allows medium-density housing developments that are
incompatible with the Garden Precinct’s established character.

OUR ACTIONS
Since our formation, WGPPS has taken significant steps to protect the Waikanae Garden Precinct:
✅ Hosted a community meeting to inform and mobilize residents.
✅ Established an incorporated society with a committed leadership team.
✅ Engaged with key decision-makers, including MP Tim Costley and Kāpiti Mayor Janet Holborow.
✅ Presented our concerns to the Waikanae Community Board.
✅ Launched awareness campaigns with posters and advocacy materials.
✅ Began work on a potential Private Plan Change to reinstate protections.
✅ Built strong networks with local stakeholders to strengthen our advocacy.
